Nvidia CEO Slams U.S. Chip Export Curbs as Counterproductive

Nvidia CEO Jensen Huang has sharply criticized the U.S. government’s ongoing export controls on semiconductor sales to China, calling them a strategic misstep that has hurt U.S. businesses and fueled Chinese innovation in the artificial intelligence (AI) and chip sectors.

Restrictions Miss the Mark, Huang Says

Speaking at the Computex tech show in Taipei, Huang stated that the U.S. strategy to block Chinese access to advanced AI chips has largely failed. Instead of stifling China’s technological rise, the curbs have incentivized domestic innovation, closing the gap between U.S. and Chinese AI capabilities.

“The controls have failed to achieve their goals,” Huang said, noting that Nvidia’s market share in China has dropped from 95% to 50% over four years.

Loopholes and Stockpiles Undermine Strategy

Experts like Ray Wang, an independent tech analyst, argue that China’s existing chip stockpiles and regulatory loopholes have allowed it to sidestep the full impact of the restrictions. Additionally, Chinese firms such as Huawei are now investing billions into local semiconductor development, encouraged by the U.S. clampdown.

“We’re seeing a rapid closing of the AI gap,” Wang said.

Creating Competitors, Losing Market Share

Analysts like Paul Triolo of the DGA Group warn that U.S. policy has backfired by cutting off U.S. companies from the massive Chinese tech market, while simultaneously creating space for emerging Chinese competitors.

“It’s a double blow—U.S. firms lose revenue and create rivals,” Triolo explained.

The Information Technology & Innovation Foundation (ITIF) added that export curbs have cost Nvidia at least $15 billion in lost sales, funds that could have gone into next-gen AI development.

Chip War Timeline and Fallout

U.S. chip restrictions began under Donald Trump, with early bans on Huawei and SMIC, and expanded under Joe Biden with more stringent AI-related controls.

In April, Nvidia reported a $5.5 billion revenue hit from sales restrictions on its China-specific H20 AI chips.

Despite designing chips like the H20 to comply with evolving rules, Nvidia and other firms have faced shifting goalposts, with U.S. policy objectives constantly evolving—from curbing military AI use to containing broader Chinese technological growth.

China’s Response: Speed and Self-Reliance

Chinese advancements such as DeepSeek’s R1 model and Huawei’s chip projects highlight a national push for tech independence. The Chinese government has mobilized billions in support, while a boom in AI startups and talent development further illustrates how export bans have accelerated domestic growth.

“Ironically, the restrictions have become a catalyst for innovation,” said Wang.
